A city/town lying within 7 hills may not contain the summits of those hills within it's boundaries. It may just mean that you can see the seven hills from the centre, or you have a choice of 7 hills on which to leave the place. Example, Hillsborough can be said to be boundered by 4 hills, Parkwood Springs, Upper Walkley, Wadsley Common and Southey Green, but the tops are well outside the Hillsborough district. Make sense?
