The simple reason is the promoters of such events refuse to pay commission to ticket agencies, who have to cover their costs somehow. The city hall box office have to pay their staff, pay for their computerised system and the material cost of producing and printing tickets, and the cost of processing payment. They will also have to pay an agency to maintain the website. Yet they don't get a penny of the ticket price.
